To create a page as article content then you should go to Preference -> CMS, then click create add new button.
After you save new cms article page, then you should create a menu to point to that article page. From module list, search OT Dropdown menu, click config, from here you can add new menu.

Contact page is the same ( Preference -> Stores Contact)
